Summary

The Compliance and Enforcement Officer (Office of Compliance and Enforcement) provides guidance to analysts involved in the formulation, planning, development and implementation of compliance and enforcement strategies related to depository institutions. The Officer provides guidance and leadership to less senior staff members and is assigned the more complex and novel functions and may be assigned project responsibility.

Security Clearance: This position has been designated national security Level IV, Critical Sensitive. Applicants must possess a favorably adjudicated Single Scope Background Investigation (SSBI), and have been awarded a Top Secret clearance or be willing to undergo a SSBI, and the SSBI must be favorably adjudicated. Failure to successfully meet these requirements will be grounds for termination. Continued employment with FinCEN is contingent upon satisfactory completion of the SSBI, the results of which fully meet the FinCEN's special employment criteria. All employees are subject to satisfactory completion of periodic reinvestigation and a continuing life style in conformity with applicable national and FinCEN directives. Any unfavorable information developed during an investigation or other official inquiry may result in termination of employment in accordance with established security policies and procedures.

As a Compliance and Enforcement Officer, you will:

  • Serve as an key advisor on the formulation, planning, development, and implementation of compliance and enforcement strategies related to Financial institutions.
  • Provide input related to the accomplishments of less senior staff members.
  • Coordinate with internal staff members and members of related programs and represent FinCEN in internal, and on occasion, interagency meetings.
  • Ensure that FinCEN enforcement actions and supporting memoranda are clear, consistent, concise, and accurate.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service that is directly related to the position, as listed below that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of this position:

  • Experience with the Bank Secrecy Act, anti-money laundering laws, or other laws related to financial crimes sufficient to conduct investigations, collect evidence, and assess compliance by financial institutions and recommend appropriate civil, criminal or administrative action.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13 level for 52 weeks.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- Must successfully complete a background investigation.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency

- File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.
